Edward R. Ballard concentrates his practice to the area of complex construction litigation before State and Federal Courts as well as administrative boards, including mediation and arbitration.

Mr. Ballard has particular expertise in construction-related litigation, including the analysis and resolution of public and private works construction disputes, extra work claims, stop notice and mechanics lien rights, bid dispute matters, equitable adjustment claims, delay/disruption claims, surety issues, business formation/litigation issues and real estate law matters.

As well as having worked with private law firms in Southern California specializing in construction and business litigation, Mr. Ballard has served as Deputy Attorney specializing in litigation for the California Department of Transportation.  As a Deputy Attorney, Mr. Ballard was charged with lead responsibility in the defense of complex construction, condemnation and tort claims.

Mr. Ballard received his law degree from the University of the Pacific, McGeorge School of Law in 1990 and was admitted to the California State Bar in 1992.  Mr. Ballard obtained a Civil Engineering degree from the University of the Pacific in 1984.  Upon graduation from engineering school and prior to becoming an attorney, Mr. Ballard served the California Department of Transportation as both a design and construction engineer for ten years within the Department's Division of Structures.  As a transportation and bridge engineer, Mr. Ballard took part in the design and construction contract administration of multi-million dollar transportation projects throughout California.

Mr. Ballard is a member of the Southern California Contractors Association (SCCA) and serves on SCCA's Caltrans and Legislative committees.  In addition, Mr. Ballard is a member of the Engineering Contractors Association (ECA), the Engineering & Utility Contractors Association (EUCA) and the American Bar Associations Forum Committee on the construction industry.
